To what extent do accommodations help kids with learning disabilities?

I've seen the "accommodations" that public schools have to offer these children who are disabled, and it is horrible. They don't do anything to help them. Like they teach them how to use a spoon, or tie their shoes. And the faculty doesn't care about them, they're just more funding for their school. It makes me sad that the teachers don't expect anything from them. And that they don't go out of their way to help.
