The upper oceanic heat transport should and needs to be utilized. It is an important factor on how we measure changes in the climate and can give us insight on how we as humans are effecting it. By not using the upper heat transport we are only harming ourselves in the future.
From the what I have heard, upper oceanic heat transport is used in measuring how climate is changing. It can be very crucial to the climate overall. The subject is obviously controversial, as with all science, one has to decipher which point of view is less about big corporate profits and what is real science. For now, I see no evidence that upper oceanic heat transport is hurting the economy and more importantly is not impacting the climate in a catastrophic effect.
