If we were to follow a national standard we all could be on the same page and this would be a good thing. Letting states do what they want would lead to different pages and might show that the United states is not a leader on this issue. We would like to show the world that we are a leader on this.
A national standard for renewable electricity is already in effect in some other countries such as the United Kingdom, Australia and Japan. A market-based national policy which would encourage competition to provide low-cost, clean power would be more effective with a national standard, rather than state standards which are dependent on the interest of their state legislatures. It would be easy to imagine some states with excellent programs for renewable energy and others with none.
