    The Qing Dynasty was in a state where it lost two opium wars and was struggling to keep power. The Boxer's Rebellion happened because the UK and some other powers decided to open establishments in a country that didn't even welcome them voluntarily. Overall, starting a Boxer's Rebellion was justifiable at the time.
