Yes, the White House's reversal of the travel ban for green card holders does seem to indicate that the original order was not planned sufficiently ahead of time. The reversal was done in reaction to the uprising and complaints from around the country over such horrible treatment of people with every legal right to be here. Many of them were individuals who have done a great deal to help the U.S.
This travel ban may appear to be a sudden happening, but there must have been some intense planning before the order was issued. And while, some plans work from the get-go, others do need some tweaking, for some things or instances can not be predicted. For example, someone can have an ideal business plan or product, but once the product is introduced, there may be problems.
There are a lot of misconceptions about Trump's executive order. It never banned people with green cards. There are a few rogue TSA and customs officials that have decided to misapply the law in order to harass people with green cards. These people should be punished, but that doesn't mean Trump's order banned green card holders.
The problem with the current White House and the career people in the various Executive Agencies is one of mistrust. The White House does not trust that they can rely on the career bureaucrats to not leak things to the press and that career bureaucrats do not trust the White House because they believe Mr. Trump is illegitimate. Accordingly, the White House is going to error on the side of action followed by clean up rather than going through the 'proper channels' when taking actions.
