Anytime secrets are revealed to the worldwide public, there will be consequences. However, the diplomatic cables have been little more than a embarrassment. There will be no impact over the long term. Governments spy on each other and say unflattering things in secrecy. Nearly every diplomat and head of state knows that.
While Manning's leaks of diplomatic cables has long been out of the media, there were definitely negative political consequences to them, albeit none that had any real and lasting effect on diplomatic relations. The leaks did more to simply embarrass diplomats, something that was somewhat pointless and assuredly unproductive in the long run.
