You often hear people say things like "If you don't vote, then you don't have a right to complain!" Most people take this sentiment to be true. Not true in a legal sense, of course. They aren't saying people who don't vote ought to be fined or arrested if they are caught complaining afterwards. I Belive that Reparations are owed to the African American Community, as a whole for their 200 + years of slavery.
