Anti-bullying laws are a bit too much!

A six year old child calls another child ugly. Should this child be charged with bullying? I would say absolutely NOT! So where do we draw the line with the anti-bullying law? Who decide what exactly can be considered bullying? I believe that our society has forgotten how to teach our children to love themselves despite what someone else might say!
