Should students be allowed to carry mobile phones to school?

Students are not allowed to carry mobile phones to school. But why? A mobile phone can be used wisely according to the need in school. For example, a student is struck in a traffic jam while coming to school. This is not his fault that there is a jam that morning. So, if he had a mobile phone, he can simply call his teacher and tell his cause for coming late. By doing this, he can save any punishment for coming late.
