War on Terror

What exactly is a "war on terror" supposed to mean? And furthermore, when does it end? When no one hates anyone else anymore? Isn't that a little idealistic? The way I see it, this "war on terror" is really just an excuse to start defying those pesky little rules like our Constitution, the Geneva conventions even the principles laid out in the Declaration of Independence.
