No, Test scores are not the most accurate indication of an individual's competency.

Competency: the ability to do something successfully or efficiently.

Test scores simply measure one's ability to do well in school or to succeed at math, Science, Or another subject. They give no indication of that person's other talents, Such as musical ability or artistic ability. Then, Those people think that they are incompetent because they failed a test and settle for a lowly job which they did not have to settle for.

More accurate ways would be to measure one's competency based off of one's ability. For example, Measure instrument players ability according to their ability to play instruments, Etc. And encourage them to build that talent to become better at it.

I would like to accept but 15 minutes isn't enough time. Would you be fine with changing it to 3 days instead?
