Yes, as stipulated in Article 1 of the Universal Declaration of Human Rights, "All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood." Peacekeeping ventures, humanitarian interventions and the subsequent Responsibility to protect(R2P) are testaments of the state's political will and recognition of equal rights and individual human agency.


that language sounds very French Revolution / Hegelian; but no, states don't always have a responsibility to save any stranger nor non-citizen beyond their jurisdictional authority. 'Saving strangers' has to be practically possible for them, it must not create long-term situations of instability (e.g. saving the impoverished from starvation by charity, meaning that they become dependent on other-nation subsides and don't solve the problems causing such adverse conditions), they must be the best person to aid that stranger in each particular case or be somewhat responsible for their needing help thereby obliged to do so, and this must not come at the neglect or sacrifice of other state duties (e.g. spending a mass part of the welfare budget to save one stranger across the globe: the state's primary duty is towards its citizens)......

There can be no universal human right without a Universal United State of Constitution first. Otherwise it is right that has no understanding of wrong.
