Is cultural appropriation a problem? Is it ok for a white girl to wear a traditionally oriental dress to a prom? Is it ok for a white guy to wear cornrows?

If it is not ok, why not? And what about the reverse? Why is it ok for people in Japan to wear suits but a white girl in America can't wear an oriental dress? Some people have even called canoes cultural appropriation.

Is cultural appropriation a problem? Should people be able to enjoy various cultures regardless of their race?
