Note that yes rss helps in terrorist situations but if you look at the story they are a super unit like seal team 6 so they don't help elite strike units. |

Yes that is a good point but look at Cav , vigil, and jackel, There all not stable operators they where sent to team rainbow because they couldn't work for there own task force that's why team rainbow only goes in alone because in some maps like bank we see cop cars but no one is in them that's because they're called in after a terrorist act without other strike units. |
