States that passed "shall-issue" laws between 1977 and 2010 had a 2% or more increase in the murder rate, and at least 9% increases in rates of rape, aggravated assault, robbery, auto theft, burglary, and larceny, according to an Aug. 2012 paper published by the National Bureau of Economic Research. [66] A 1995 peer-reviewed study of five urban cities, published in the Journal of Criminal Law and Criminology, concluded that gun homicide rates increased "on average by 4.5 per 100,000 persons" following the enactment of "shall-issue" laws. Permitting concealed handguns increases crime.

Your argument shows why the government getting involved in gun control is bad. After the permits were issued the crime went up, so to reverse it anybody should be allowed to conceal carry without a permit. Also the people shooting others clearly don't respect the laws or they would not be murdering others.

More importantly the fact that guns are used in crime is irrelevent to peoples right to have guns. People break the law with all sorts of items, but we don't ban knives or trucks or anything else. Rights remain even when they are pushed to the brink. For example in the USA the first ammmedment would still protect a person's freedom of speech even if every single other person disagreed with what that person was saying. Similarly even if millions of people a year died from guns that still shouldnt effect a person right to own one.
