Pro

People who have children use more resources and are a greater burden to the state and country. They should NOT get a tax break, they should get a tax HIKE for every child they produce. With every new person comes more litter, pollution, crime, need for school, need for food, waste, crowding, disease. In short, WE are the problem, the solution is to limit population and the best way is to tax those that have more children. Public school and busing children all around the place needs to be abolished.

Broadly speaking, it would probably be a bad idea to have progressive taxation per headcount for people with children because:

A household with children will involve the same or lower equalised income (one or two earners in the face of three or more consumers), yet a higher level of expenses (at least one earner in the presence of at least two non-earning consumers: the spouse possibly, the children certainly). The chain of logic then is that a higher tax rate would negatively affect the overall well-being of a childed household more than a child-free one. The authorities acknowledge this general fact, and for this reason alone, tax relief has to be given.
