Pro

States or provinces in nations would be able to exercise their different values and ideas as different cultures and people. For example, if the people of Catalonia or Quebec wished to become a different nation, they could vote, and if a majority vote was reached, the people's will would be granted. Further, the people of Quebec have a more traditionally French culture and even the majority the majority of people within Quebec speak French over English. If they were allowed to secede from Canada, then they could exercise their culture as they see fit.

No, it would a dumb idea for any goverment to allow secession, it would weaken their country, and some states and provinces can not even support themselves financially. States/provinces can still excercise their own cultures while being part of their country.
This is why I do not think succession should be legal.

Zai-Nar: In regard to your comment, the claim is that states should be able to secede if voted on by the governing body, and a state shall be defined as a place or group with a distinct cultural and political identity

I would like to join this debate, but I require some clarification. Succession is currently treated on a case-by-case basis. Is the claim that ALL states should be able to secede as soon as they wish to? Furthermore, how do you then define "state"?
