This house shouldn't forgive the death eaters if they abandon Voldemort because then Voldemort himself will become weak. The number of death eaters working for Voldemort will drastically decrease. Besides not all the heists were pulled by him only but also by the death eaters. If one is not punished after abandoning Voldemort, then the others will not as well have the fear of getting punished, but if one is punished then the others will also learn a lesson and thus try to to keep away from troubles that might land them in danger. Other than that during times when Voldemort had to station guards in a place, when different murders were committed, people were trailed, houses were being broken into, chaos was being spread, how would Voldemort do all these if the number of death eaters were less? Lastly if the death eaters are punished for abandoning Voldemort, then he can exercise better control over them since they will have the fear of being killed.
