Lets break down what the phrase means:

water is wet

wet has a lot of definition, But in this case. . .

The word "wet" cannot be an adjective. So it must be something else:

Possibly a british slang,

wet: a drink

"You should have some of that water, Because the water is wet I have specially made for you. "

Water is not wet.

Wet is an adjective meaning damp or having water on or touching it.

Water is a singular noun meaning there is only one.

This is why water is not wet because it cannot touch water that is not it's self.
