I've learned some of the fundamentals of Python programming and am confident that I could manipulate data. The only problem is that I don't know how you would import live data, and keep placing it onto an ever-changing variable. How would you do it?

Infinite loop.

while True:
sleep(1000) # Sleep a second

(I'm not sure if I got the sleep command right).

If you need to keep the importing going throughout the day, consider invoking your program through a cron job (*nix),scheduled task (Windows), or running it in the background as a deamon/Windows service.
