On May 26 of this year, Nebraska state police seized 118 pounds of Fentanyl, which they estimated was enough to kill 26.8 million people and had a market value of about 20 million dollars.

Carfentanil is a drug being sold on the streets today. A dosage the size of a few measly grains of salt can prove fatal. It is 5,000 times more potent than Heroin and 100 times more potent than Fentanyl, a drug that about 20,000 Americans every year die from overdosing on and which can be purchased for about $0.50 per dosage. I'm not scientist, but it would seem to logically follow that 118 lbs. of Carfentanil could kill 2,600,000,000 people, which is over 1/3rd of the world's population as of the time of writing.

Carfentanil was used by the Russian military as part of a gaseous compound to resolve the 2002 hostage crisis in a Moscow theatre by incapacitating the hostage takers. In addition, however, about 200 hostages ultimately died from exposure to the substance.
To be clear, this stuff is about equivalent to a military-grade nerve agent in terms of lethality. Just about anyone can get their hands on it nowadays, and with a little bit of knowledge in chemistry (if even that) one could convert it into a gas or related substance that could kill hundreds, if not thousands, of people if properly released in a public place.

For our own national security, I recommend that the US renew the War on Drugs for the purpose of combating Fentanyl and its analogs. Distribution of any of these substances should carry mandatory death penalty sentencing. The level of resources devoted to tackling ISIL and al-Qaeda overseas should be devoted towards stomping out this new generation of illict opioids. To clear out our prisons and to clear up law enforcement and legal resources, marijuana might have to be legalized.
