U.S military presence tends to just increase terrorism by increasing recruits and attacks. Also U.S presence is to protect U.S interest first and then Africa for example, exploiting Africa for its resources. The stability of the region hasn't improved since AFRICOM only has been harmed. US military presence also uses covert operations to attack terrorist which brings lack of trust.
During the recent Ebola crisis, AFRICOM was calling for increased deployments to assist in treating and quarantining the sick, and assisting the people in setting up field hospitals and allowing for more control over the spread of the disease.
Also of note, AFRICOM is assisting in the defense of the United States from foreign enemies, and providing relief and goodwill efforts within the continent.
