Could reptiles have evolved to human like intelligence and capabilities if they had not been wiped out?

Reptiles still exist, but I'm sure it's possible that reptiles COULD in fact develop human-like intelligence and capabilities. It wouldn't surprise me if all animal groups had the possibility of developing like us, some just have it harder than others such as fish as they'd have to develop limbs and hands before their brain will be able tell them to pick up a rock and smash a clam open. I don't this happening anytime though, fish don't really need limbs, they've survived millions of years without them.
