Do the police make suspicions based on race?

Many people say that if a black man were to be walking down the street in a huddy, then it would make a police officer more suspicious than if a white man were to be doing the same. I can imagine it, and I'm sure that it does happen, however I don't think that most police officers do that. If they stop a black man walking in a huddy, then it would be for another reason. I doubt any police officer has stopped someone and said 'Excuse me sir, I'm just stopping you because you are black and you are wearing a huddy.'
