The issue is that more people may have lived had they spent time building rafts then placing them into the water. At the this time period both steamer trunks and barrels offer floatation while wool clothing help keep in body heat when wet.
The stress of knowing that there are just knot enough life boats fogged better judgment for choices to insure a better change of survival. No one expected the unexpected.
