There is a much deeper issue other than low wages when a person cannot earn a living in an economy, as it is lower wages which simply lead us to longer working hours to provide curtain living condition. Keep in mind it is also overtraining which can lead to poor wages, as people who are over trained for jobs will at some point need to fill lesser pay positions to earn lesser wages simply to work.
However in a United State of Constitution it is the independent individuals who are driven to longer work weeks, with less free time, this is time spent without self-value or cost that end up breaking law. Not by desperation but by imposed duties as legislation is changed around them, and they simply have been distracted by overbearing taxation, higher cost, and faster goals of requirement to know new law as it affects them.
