It seems like people choose to have about 1,4 kids in developed countries. The developing countries will follow suit. Why should we force people to have more babies than they want to? States will have problems financing a wave of pensioners, yes, but compared to financing a war this seem a small price to pay to lessen the strain on the world's resources.
There are too many people on the planet. We use up to many resources too fast.
If by "naturally" you mean starve to death then no.
