@Yama I haven't read the book yet, so please don't spoil it for me, but do you mean a system similar to that of China except with two children? That doesn't sound particularly sustainable. In order to keep the population levels stable, everyone would have to get married once and have two children. No such system could allow for divorce and re-marriage or infertility. Would you care to expand upon your idea?

It depends. More developed countries have less children, and sometimes the population goes down due to this. For example, Japan.

Considering that the most powerful and stable societies on Earth right now are free nations, such as the US and the countries of the EU, I somehow doubt that the future will be much more or less free than we are now. If you mean to suggest that we'll become an Orwellian sort of society in which what you suggest is possible, then your description of the world seems a bit too far detached from reality to be a realistic look at what laws we might pass.

A developed world will hold much better for everyone on it. For example, more poverty stricken areas like Africa have more children then a country with better more available technology, like Japan.

I feel that for some reason people will not accept that we have a population crisis before its too late. Then they will put off resorce allocation because they think it just pass, then they will die and those who are smart will have survived and build a new world with a better human species .

I doubt that. A developed countries population is less then a developing nation, and in some cases slowly decreases in developed countries. So how about we develop places like Africa, then it will be better for everyone.
