UAE is awful. They have few political rights and few civil liberties, with freedom of speech and press seriously restricted. A small fraction of people can vote, political parties are banned, and gender equality does not exist. Don't try to insult the government of you'll be thrown in jail. Israel, on the other hand, has a democracy and allows for basic freedoms similar to what the US has. UAE is rated as "not free" by Freedom House. It may be economically free but other basic rights don't really exist there.
