Democracy: Popularity vs Authority

In Democracy, should president always decide based on the popularity of that specific decision, or should he sometimes decide based on his personal convictions? For example, if there are two choices for a president A and B, and A has 60% of the popular vote and B has 40% of the popular vote and president thinks B is a better choise - how should he decide?
