Does Russia have a 'right' to send forces to Eastern Ukraine?

(Vladimir Putin has said he very much hopes he will not have to use his "right" to send Russian military forces into Ukraine.)

Joining the EU and likely to join NATO, which NATO would now border Russia. Considering the past relations between Russia and NATO things would be tense.

No, Russia borders Ukraine, and doesn't have good relations with Nato, which nations in the EU are usually put into.
