Does the positive cost of "forbidden" experiments outweigh the negative?

That has to be weighted on an individual basis. If my experiment will result in a budgie being mildly annoyed but will result in cheap renewable energy it is clearly worth it. If it results in the death of millions but you have no found out the best way to itch the spot on your back you can't reach it clearly was insane.
