Assuming you mean "should we..." rather than "how can we...", then yes. Crime is bad, so yes we should prevent criminals from committing a crime again.
Simple, make it easier for them to find decent employment. Companies should not have access to criminal record background checks. Only law enforcement should have access to that. That way, if criminals can find honest work, they will be less likely to have to resort to crime in order to survive.
Maximize risk, minimize reward - in whatever fashion your ideologies will allow.
Prison reform and shorter sentences. By putting too much focus on punishment, this makes the criminals more likely to commit more crimes, both in and out of prison. If we put more focus on rehabilitation, and statistics can prove this, our recidivism rates will be much lower, and this will allow criminals to not only reintegrate into society, but also create a stronger society as well.
everybody deserves the opportunity to make changes in their lives. Once a convicted criminal, it makes it almost impossible for them to be able to change. They are almost set up to fail. It's hard for them to get jobs, get housing, as well as being accepted back into the society. Things need to change in order to help these people do better in life, instead of continuing to throw them in jail and prison. There is hope for everyone. Where there's a will, there is a way.
Simple, there is no way to help stupid. People will always be people and get into trouble, there's no helping that. The most we, as people, can do, is raise the children of our society to act like civilized humans.
