Anarchism means without rulers. In an anarchist society, rules are created between mutually consenting communes and persons without communes. Non-written laws exist too. Such as natural law and the golden rule. Rules are enforced by the commune via non-coercion in many ways such as direct democracy, supermajority voting, and consensus. Historically in many occasions such as in the Spanish civil war, non-heirarhical militias existed under mutual defense. Some anarchists have noted that coercion in created a defense against criminals that prey on the weak is justified as being fundamentally defensive under nature. Individualist approaches and collectivist approach are different on enforceability of rules. Economics within the anarchist community historically has been based in gift economics and communism/syndicalism. Some anarchists believe in free market anarchist, anti-capitalist anarchism and other types of non-gift economic revolved economic systems; all based in voluntary association and free association.
All Minny is saying is, we do have a disorganized government. I do agree. Yes, it's not the best government but it is good enough to support a somewhat stable society. I also agree upon her statement, claiming that smaller democratic societies tend to have a better government system.
