What exactly is neo liberalism? I don't think the concept of the liberals or left has really changed: A reasonable illusion of equality, social programs, logical approach to problems, not putting money above all, and not buying into the idea that "I deserve more than you, just cause" mentality. What we need is an enforcement framework for a global labor standard. We should not settle for rapid growth at the price of garment factories collapsing on hundreds of women and children in Bangladesh. Neoliberalism, in a nutshell, is when a stronger country pressures a weaker country to liberalize or privatize their industry. In return for rolling back public programs and privitizing industry - the stronger countrie(s) provide loans and investments that (sometimes) hires local folks. Sometimes this has worked out to everyone's benefit (India/S. Korea) in other times it has been a disaster (Bolivia/most of Latin America). The World Trade Organization, and the United Nations currently discuss and enforce international trade agreements. If a countries have singed a free trade agreement, and then one country tries to pass protectionist measures like tariffs on imported goods, the other countries can file suit in the WTO and might oppose sanctions on the protectionist country. The WTO and UN should facilitate some kind of international labor agreement that they will actually enforce through sanctions in the WTO when one country fails to uphold these standards in their own country, I'm looking at your Bangladesh.
