Not necessarily. Some sushi does not contain fish at all, or the fish may be cooked.
Thinly sliced raw fish/meat is called 'Sashimi'. It is served without rice. "Sushi" is ALWAYS vinegared rice mixed with other ingredients which may or may not include raw fish. Sushi may have no meat at all and still properly be called sushi.
