Power is relative. Under different circumstances the balance of power shifts. To say for example, black people can't be racist because they don't have any power ignores the fact that the president of the most powerful nation on earth is African American. I may have less power than my boss under most circumstances but if I threatened them with a weapon in that moment I would be more powerful. Power shifts, it is fluid, with different people at different times power will change.
