A ceremonial monarch has more of an interest in the long term well being of his kingdom than a president in his republic.
Monarchs know that the kingdom will be inherited by their son, and his son, and the rest of their descendents.
Presidents will only worry as far as to get re-elected and avoid getting a bad reputation.
When things go wrong the acting president is usually blamed, even if former presidents actually caused the trouble.
As such presidents are more likely to be short sighted.
