Believe it or not, they don't conflict. Fighting wars around the globe in matters that don't concern you makes enemies, and endangers your security. Bills that take away freedoms in order to allow governments to conduct warfare is a lose-lose for the people. It allows your Governments to operate more maliciously to foreign groups, making you and your government more of a target for retaliation
