Is this about domestic terrorism or domestic crime as in family court?
I think poster means domestic abuse.

Only if committed against an elected official on the national level. A capital crime is one committed against your nation, or officials thereof. Domestic violence is still just a crime against a fellow //worthless// person, and should be treated as such.
Nothing should be a capital crime, except when a serious crime is committed more than once by the same person.
