I do not think that governments should prioritize refugee humanitarian rights over national interest, BUT they DO need to put them on the working schedule, to put ASIDE some resources for them, because refugee are minority of the society and should not become the total focus on the daily schedule for sure. The main thing is just not to forget about them entirely.
A government still has an obligation to uphold its self-interests and more generally the best interests of its citizens, regardless of what melt-downs may be occurring in the outside world.
