@DeepinThought No two murders are the same. If one is particularly heinous, we need to be able to make an example of that person and show that the elements of that murder case were more objectionable than other murders. They cant be handled as 1 for 1 exchanges. Eye for an eye is not entirely equal in measure all the time.
