No, kids using their phones as a "reference" will turn into them texting and even using their phones to Google all the answers they need. They won't learn anything this way. Although, that is something I would try to do while working on something in class, school is for us to learn. Not for us to use Google to do our work for us.

No, students (either grade-school or college) have not needed to before the dawn of the cell phone, however, we see with the increase of cell phone usage in school, a correlated decrease in school performance, let alone the US graduation rate (which is apparently one of the worst in the world). I would say yes if 3/4G was blocked, and wifi ran though the school, whereupon crap like Facebook or instagram and the like were blocked, and Youtube would only be on 'kid' mode, then yes, I would agree wholeheartedly.
