No, citizens should be allowed to organize for mutual defense
I live in Michigan, which is home to the largest militia in America. They crawl around in the woods like a bunch of fools, acting like they're a real military force. All they are is a bunch of tea party nut jobs forcing others to pay protection fees (Security Defense) so they can buy more military grade equipment and flee back into the mountains. Don't be surprised if you see a bunch of fat people camouflaging themselves in the woods if your ever in Michigan. We attract those kind of people. 10'000's of miles in forest for them to practice their debauchery.
Honestly, it's as if they don't trust the government to defend our homeland from attack. I mean, I don't trust the government on a lot of things, but this is getting ridiculous. The government knows that no people around means no taxes and thus no government.
The Bill of Rights guarantees us the right to be in militias.
They should be allowed to form militias , however asking you to may up is extortion and should be illegal and if they hurt any citizens it would be just as if a small army declared war one you and the goverment could go kill them.
