Well an terrorism is the use of violence and intimidation in the pursuit of political aims.. This policy means we will not pay terrorists money during hostage crisis and we will never form peace treatys with them.

It isn't an actual policy, but its a code of conduct the U.S government follows which is a good thing.
@TBR Oh this isn't really an policy, every president has tried to negotiate with them at some point. Well not hostage crisis though.
We try not to negotiate with terrorists no matter the people no matter the place. We should never give in to their demands.
