Define sterner?
More rigid: Such as you murder with indisputable proof you will meet the electric chair. Courts would not take years to come to a conclusion.
It's possible. Though most murders are not premeditated, therefore most people will not be thinking about the consequences until it's too late. I guess it would come down to being a numbers game. Would the sterner death penalty save more lives or would it actually create a higher body count due to its killing of non-premeditated murderers?
And there's also the falsely convicted and mentally ill going to the chair. National health groups estimate that 10% of death row is mentally ill people.
Also there's a very dangerous slippery slope involved in removing the lengthy process through which someone is sent to the chair.
I guess so, it shouldn't be though
